so far and used 21 man hours and still have the final clean to go, this house had 33 windows was 2 story and for just the windows this is the time it took, he is paying 15 cent per sq ft. after this job should i charge for the window cleaning seperate from the final clean at 15 cent sq ft.

Yes, I would charge extra for windows. Tell him the negotiated 15 cent per square inch did not include windows and if he wants them clean it cost more.
Reply:usually the windows are on final clean up if you cleaned them one other time then yeah plus check other prices for new construction. around here very from .15 to .25 per foot.
