Can a Construction company doing a union job for the state hire out workers that are non union to clean?

A construction company working for the state school systems hired out a cleaning business that was not union and they did not pay prevailing wage. Would this be something the unions would like to hear about? Is this legal? What if they were paying the people off of the books too? Would the state like to know about this?

They don't have to be union. Generally, they do have to pay prevailing wage IF a prevailing wage has been established for that particular trade and location. Depends on the specifics of the contract.
